Tim had a stroke and lost use of half the muscles in his face that's why he sings like he has a mouth full of pennies. I picked up the new Rancid LP. I like it alright. There is some terrible shit on there, but there is some good shit too. All and all it is a good record, but I guess it depends on what you like. It's definitely nothing new, just same old Rancid. I hated Indestructible when I first heard it, but it grew on me after a while, there are a couple really good songs on there.

No more freezing hikes in Appenzell Innerrhoden

The tiny Swiss canton of Appenzell Innerrhoden has voted to prohibit the phenomenon of naked hiking.

Anyone found wandering the Alps wearing nothing but a sturdy pair of hiking boots will now be fined.

Appenzell is considered one of the most conservative regions of Switzerland; it gave women the vote only in 1990.

Locals have been outraged by an apparent upsurge in hikers who think the best way to appreciate the mountains is with their clothes off.

The vote was taken with a show of hands at Appenzell's annual Landsgemeinde, an open-air meeting of all registered voters held in the town square.

Appenzell is one of only two Swiss cantons that still decide local government policy in this way.

There was a big majority in favour of prohibiting naked hiking, and introducing fines of Sfr 200 ($175).

Inappropriate

Among local people, it is hard to find anyone who has a good word to say for the hikers.

"I think it's disgraceful," said one elderly gentleman. "God may have created us naked, but he gave us clothes to walk around in."

"It's just not right," said a woman. "Not at all appropriate for our country."

Interestingly, however, no-one actually seems to have seen a naked hiker.

"No, I've never seen one," said a local farmer. "Thank goodness, because if I had they would certainly have got a piece of my mind."

Hiker disappointment

Among naked hikers themselves, there is disappointment at what they see as an over-reaction to an innocent hobby which disturbs no-one.

"I'm not out to annoy anyone," insists one of them, who goes by the colourful pseudonym of Puistola Grottenpösch.

Puistola and many other naked hikers may be comfortable baring their all up in the mountains, but the controversy in Appenzell has made them very shy about revealing their real names.

"For me hiking naked is all about getting out into natural surroundings, peaceful surroundings, and challenging myself a little bit," says Puistola.

"Of course I meet people from time to time, but they always say hello, sometimes they ask aren't you cold. But they're just as friendly as if I was wearing clothes."

Nevertheless, as Puistola strides along a snowy hiking trail wearing nothing but a hat, gloves, and hiking boots, it's hard to see what the attraction of naked hiking really is.

"Of course the human body needs protection," he concedes.

"So right now I'm wearing hiking boots and gloves and a hat, because it's a little bit chilly. And if it's really cold, or windy, or wet, then of course going naked just doesn't work, and I wear clothes just like everyone else.

"But right now it's nice, there is a gentle breeze, and I can feel the Sun on my body; you can't because you're dressed."

Legal doubts

Meanwhile some Swiss lawyers are describing Appenzell's decision to prohibit naked hiking as akin to using a sledgehammer to crack a nut.

"I estimate there are only around 20 to 25 naked hikers in the whole of Switzerland," says lawyer Daniel Kettiger. "So really arresting them and fining them is a bit silly. And our courts do have better things to do."

What's more, Mr Kettiger points out, Appenzell may have over-reached itself legally in deciding to introduce a prohibition.

"The Swiss parliament voted to remove public nudity from the penal code in 1991," he explains. "So at a federal level, naked hiking is not punishable, and Appenzell's laws are not higher than the federal ones."

Image damage

But Appenzell is determined to go ahead. The canton has some of the most stunning mountain scenery in Switzerland, and its tourist board has been running a high-profile international marketing campaign, highlighting the beauty of Appenzell's hiking trails.

Tourist officers were concerned to discover that Appenzell was regularly appearing in the internet chatrooms of German nudist groups, describing it as the best place for naked hiking.

This was not the image they were hoping for, and, Daniel Kettiger suggests, it might be the real reason behind Appenzell's ban on naked hiking.

"They really did a great job building up the hiking tourism," he explains. "And I think they fear naked hikers could harm their image. They want to be a Mecca for hikers - but not a Mecca for nude hikers."

Appenzell Innerrhoden's decision is being watched closely by other alpine regions of Switzerland, and the political climate for naked hikers does seem to be turning decidedly chilly.

Neighbouring Appenzell Outerrhoden is also proposing a ban on what local politicians call "shameless behaviour".

And just over the mountains in canton Glarus, there is nervousness that if naked hikers are driven out of Appenzell, they may choose Glarus as their next favourite spot.

But Puistola Grottenpösch and his fellow hikers are defiant, believing they have Swiss federal law on their side.

"We naked hikers have never broken any law with our hobby," he insists.

"And we will fight up to the highest federal court for our right to be naked in public, even in Appenzell."

By now, you've surely heard the engrossing story of Captain Richard Phillips, who was taken hostage by pirates off the coast of Somalia, and freed by a swift Navy sharpshooting operation that left three dead. But what you probably haven't heard is that the true root of this crisis isn't bloodthirsty pirates�??it's overfishing.

The Decline of Somali Fishermen
Thousands of Somalis once made their living as fishermen. But Somalia has been without a central government for nearly two decades�??so there's no active body that's able to effectively protect the country's rights to its coastline, and the once-abundant supply of fish it held. So now, due to the willingness of foreigners to exploit fisheries off Somalia's coast, and the lack of a governing body to stave them off, many of these fishermen are finding their nets empty.

It's estimated that $300 million worth of seafood is stolen from Somali waters altogether every year�??a massive amount in any country, but even more so in one with such a depressed economy as Somalia's. Some local fisherman believe there will be no fishing industry to speak of if the practice goes on unchecked�??so over-plundered are the fish populations in Somali waters.

A Path to Piracy
And without the ability to bring home even a sufficient amount of fish to eat, many of these fisherman justifiably grow desperate. But even from here, it's not a simple jump to pirating. Initially, many of the now-termed "pirates" were vigilante patrol squads, steering their boats to fishing vessels they found illegally snagging seafood or dumping toxic waste in Somali waters and demanding they pay a tax. After this proved ineffective, something closer to organized piracy developed.

All of this is detailed in a fascinating interview a Somali "pirate" gave with to the New York Times after helping to capture a Ukrainian vessel carrying a massive weapons load to the Sudan. And both cases have much in common: it's hard not to get the impression that the "pirates" are desperate, reactionary, and to some degree, inept�??why else would four barely armed men take on a US cargo vessel, and attempt to outmaneuver the Navy with a single hostage?

Desperation. Much of which stemmed from wildly unsustainable fishing practices. And that's how overfishing left three men dead and almost got the heroic Capt. Phillips killed.

Final note: hostage taking is a deplorable, desperate act. But such desperate acts are often done out of necessity, or at least perceived necessity--while such violent acts should never be condoned, they need to be understood.

A Chinese court has handed down death sentences to two Tibetans accused of starting fires during last year's anti-government protests in Tibet, state media has reported.

The senteces are first reported for the March 14 violence in the Tibetan capital, Lhasa, that Chinese officials say killed 22 people.

The 2008 uprising in Tibet and neighbouring ethnic Tibetan majority areas was the most sustained and violent outburst against Chinese rule in decades.

The protests triggered a crackdown by Chinese security forces that human rights groups say led to the deaths of dozens of Tibetans and the arrest of hundreds more.

The Xinhua news agency said that 76 people were sentenced on Wednesday and more than 950 were detained.

Xinhua also said in a report that the Lhasa Municipal Intermediate People's Court also gave suspended death sentences to two other people, and sentenced another to life imprisonment.

Suspended death sentences are usually changed to life imprisonment after two years.

Xinhua said the five were tried in three separate arson cases that left seven people dead and five shops completely destroyed.

One other arson case in which five people were killed is still being heard, it said.

Xinhua identified one of those sentenced to die as Losang Gyaltse, saying he had burned two clothing shops in downtown Lhasa on March 14, killing a shop owner.

A second man, Loyar, was sentenced to death for his role in the burning of a motorcycle shop that killed the owner, his wife, his son, and two employees, Xinhua said.

'Fair trial'

Xinhua quoted an unidentified court official as saying the trials had been open and fair according to Chinese law, and that the accused were defended by lawyers and provided with Tibetan interpreters.

However, this claim could not be independently verified.

A spokesman for the Dalai Lama's self-proclaimed Tibetan government-in-exile in India said those sentenced had not received a fair trial.

"These decisions are made by a kangaroo court of law. There is no proper legal defense for the accused," Thupten Samphel told the Associated Press.

"These kinds of decisions increase China's Tibet problem. China should show magnanimity to make Tibetan people less resentful."

Mexico City cuts off water supplies

At least two million residents of Mexico City are without water after authorities cut off
supplies following a record drop in water reserves.

The two-day shutdown of a main pipeline began late on Thursday, in time for the Easter holiday weekend, when many residents are out of town.

The move is part of a five-month emergency rationing plan announced by Mexican authorities in January.

The city's Cutzamala supply system is at 47 per cent capacity, its lowest ever level
because of low rainfall in 2008, Conagua, Mexico's national water commission said.

Leak concerns

The commission also plans to make repairs to stop leaks in the distribution network of one of the main water supply systems.

"Losses from leaks are greater than the total resources supplied through this system," Conagua's website said.

The city's government said it would provide 500 trucks with water tanks and purified water containers in areas worst hit by the cuts.

The government said it hopes to restore 50 per cent of the service by late on Saturday and return to a full service by Wednesday.
